Var Søn af Wexel Hansen (f. 1715 d. 1790), der døde som Sognepræst til Nannestad, og Anna Louise f. Leganger og blev døbt 13. Febr. 1755. Han blev Student fra Christiania Skole 1771 og theologisk Kandidat 1776. Han virkede derefter som Korrespondent ved grønlandske, islandske, færøske og finmarkske Handel, var 1780-83 2. Kopist i Rentekammerets fynske Kontor og blev 1787 Sekretær ved den islandske Handels Realisationskommission. 1790 blev han 3. Administrator ved den grønlandske Handel og 1793 Medlem af Kommissionen angaaende den islandske, færøske, grønlandske og finmarkske Handel. 1804 blev han Justitsraad og 1805 Medlem af Direktionen for den almindelige Enkekasse. I en lang Aarrække var han Privatsekretær hos Grev C. D. F. Reventlow. I 1804 traadte W. som Kommissionær for Staten ind i det store Peschierske Handelshus (XIII, 9 ff.), og i denne Egenskab blev han mod Slutningen af 1808 sendt til Norge somRegeringens Agent med det specielle Hverv at redde den norske Trælasthandel. Fornemmelig arbejdede han i 1809 i Distrikterne langs Kysten af Bratsberg og Nedenæs Amter, hvor ogsaa Kjøbmand Hans Møller i Porsgrund var Mellemmand. Rigelig udstyret med Bankosedler fra Seddelfabrikken i Altona afsluttede W. her med Kjøbmænd og Brugsejere betydelige Handeler, hvilke for at dække Regeringen gik i Peschiers Navn. Men hvor velmente end disse Forretninger vare saavel fra Regeringens som fra dens Agents Side, opnaaedes ikke den tilsigtede Gavn. De større Handelshuse indlod sig nemlig ikke i nogen saadan Forbindelse, saaledes at Operationerne hovedsagelig kom til at foregaa med de Jærnværksejer og Trælasthandlere, der sad i mindre Virksomhed. Derigjennem opstod der senere meget indviklede Forhold, som voldte Deltagerne Tab og alskens Vanskeligheder. Forskjellige Omstændigheder medvirkede til, at Regeringen, hvad derikke var beregnet, blev den vindende Part, medens dens Skyldnere led meget under Trykket af de paatagne Forpligtelser. Huset Peschiers Fordringer paa norske Handelshuse overførtes efter 1819 til den norske Stat. Men kun en ringe Del deraf viste sig at være erholdelige. W.s Sendelse til Norge fik derimod en anden, baade i politisk og økonomisk Henseende betydningsfuld Eftervirkning for hans Fødeland. Han iagttog under sit Ophold i Norge de bedrøvelige Følger af den Afspærringspolitik, som Frederik VI havde sat i Gang over for Englænderne efter 1807. Han forstod tillige den Indflydelse, som dette havde paa den offentlige Mening, navnlig derved, at der under det økonomiske Tryk opvoxede en stærk Stemning for at se Norge forenet med Sverige. W. gav sine foresatte en korrekt Fremstilling af disse Forhold, og derved lykkedes det at opnaa en Eftergivenhed fra Kongens Side, som bl. a. ledede til at aabne den saakaldte Licensefart for den norske Handelsflaade. Jac. Aall omtaler W. som Regeringens «kloge og agtpaagivende Handelsagents og kalder ham i sidstnævnte Anledning «en stille, men skarp Iagttager». W., der 1830 var bleven Etatsraad, døde 17. Wexelsen, Hans Leganger, 1755-1835, State Councillor, was the son of Wexel Hansen (b. 1715 d. 1790) who died as a parish priest to Nannestad, and Anna Louise b. Leganger and was baptized 13th Febr the 1755th He became a student from Christiania School 1771 and theological Master the 1776th He worked then as a correspondent in Greenlandic, Icelandic, Faroese and finmarkske Commerce, 1780-83 was the second Copyist of Interest chamber Funen Office 1787 and became Secretary of the Icelandic Trade Realisationskommission. 1790 he was third Administrator of the Greenland Trade and 1793 Member of the Commission concerning the Icelandic, Faroese, Greenlandic and finmarkske Trade. 1804 he was Counsellor and 1805 Member of the Executive Board of the general's widow box. For many years he was private secretary of Count Reventlow CDF.
In 1804 came W. as commissioner of the State into the vast Peschierske Handelshus (XIII, 9 ff.), And in this capacity, he was toward the end of 1808 sent to Norway as a government agent with the special task of saving the Norwegian Timber Trade. Chiefly, he worked in 1809 in areas along the coast of Brat Berg and Nedenaes Counties, which also merchant Hans Moller in Porsgrund was the mediator. Abundant features Banko Banknotes from Banknote factory in Altona ended W. here with merchants and Use Owners considerable dealings which to cover the government went into Peschiers name. But how well-intentioned than those shops were so well from the government which from its agent, did notreceive the intended benefit. The major trading houses indulged not in any such connection, so that the operations came mainly to take place with the Jærnværksejer and lumber dealers, who sat in small businesses. Derigjennem arose later very complex matters that caused participants Loss and all sorts of trouble. Different circumstances contributed to the government, what was not intended, was the prevailing party, while the Debtors suffered greatly under the oppression of the commitments assumed. The house Peschiers Claims on Norwegian Trade houses were transferred after 1819 to the Norwegian government. But only a small part of it proved to be recoverable.
Was the mission of Norway was however another, both politically and economically significant after-effects of his native land. He observed during his stay in Norway, the sad consequences of the shut-off policy, as Frederik VI hadbegun to English after the 1807th He understood well the influence which this had on public opinion, especially by the fact that under the economic pressure opvoxede a strong feeling to see Norway united with Sweden. W. gave it to his superiors a proper production of these conditions, and thereby succeeded in obtaining an indulgence from the king's side, as bl. a. led to open the so-called License Speed XXof the Norwegian merchant fleet. Jac. Aall refers to W. as the government's "wise and watchful Trade Agents and call him in the latter occasion" a quiet but keen observer. " W., 1830 who had become State Councillor, died 17th April 1835 in Copenhagen.
